Program Elements
Ambassadors: Ambassadors provide a highly visible and clearly identifiable presence in the Downtown core during heavy tourist times, guiding visitors to dining, shopping, and area attractions through their knowledge of the area, providing maps as needed.
- Wednesday through Sunday from 11 a.m. to 6 p.m.
Supplemental Private Security: Mercurial Security Solutions officers are trained in de-escalation and are available via call or text at 719-338-8179.
- Thursday through Saturday from 6 a.m. to midnight
- Sunday through Wednesday 6 a.m. to 10 p.m.
Outreach Services: Homeward Pikes Peak has professional outreach workers dedicated to the Downtown Area who will be working with security, ambassadors, and several programs through the Colorado Springs Police and Fire Departments to connect individuals with service providers and facilitate transition to stable housing.
- Tuesday through Saturday from 10 a.m.-6p.m.
Deliverables
Monthly metrics (e.g., calls for service, trespassing, graffiti, camping, etc.) will be closely monitored and analyzed to determine if adjustments to programming should be made.
Structure, Oversight, Funding
This program is being funded through businesses and economic development partners who recognize the importance of addressing this issue for the success of the community as a whole. Downtown Ventures, a 501c3, is the fiscal sponsor of the pilot program and is administered by the Downtown Partnership. Led by the Downtown Partnership’s Director of Downtown Safety and Public Space Management, Pat Rigdon, a Clean & Safe Task Force guides the pilot project. The Task Force includes leadership from CSPD, the City’s Housing and Homelessness Response department, the Urban Renewal Authority, VisitCOS, Weidner, and the Chamber and EDC.
Outcome
Program services will be continuously evaluated and refined to identify the most effective strategies for addressing the increasing challenges related to public safety, homelessness, and cleanliness. Upon completion, the program will deliver data-driven recommendations to guide the development of a permanent initiative supported by sustainable, dedicated funding.
