Voters established the first Downtown BID, the Pikes Peak Avenue BID, in 1994, and following two voter-approved expansions, the current BID now encompasses 32 blocks.
The services and improvements provided by the BID are not intended to duplicate or supplant those provided by the City of Colorado Springs within the boundaries of the BID, but rather to enhance the Downtown experience.
The BID is financed by a 5 mill levy on real and personal property within the district.
