The annual State of Downtown report looks at economic indicators and development trends for the greater Downtown Colorado Springs area.
The report, produced by the Downtown Development Authority, shares the data, trends and analysis to inform key stakeholders including investors, brokers, developers, retailers, civic leaders and property owners in mind.

Experience Downtown Master Plan
The Experience Downtown Colorado Springs Plan of Development and Master Plan serve as significant and tactical updates to the 2007 Imagine Downtown Plan of Development and 2009 Master Plan. The plan was approved by City Council in Q4 2016. The plans are the culmination of an 18-month process that included engagement with hundreds of stakeholders through focus groups, interviews and online surveys; review and integration of over a dozen city and regional plans; consultant expertise; tours; and deep research and market analysis. The plans work in harmony to provide a strategic, actionable, consensus-built roadmap to ensure a thriving, vibrant city center.

Businesses must pre-certify though the state in order to be eligible. Additionally, Downtown Partnership and Downtown Ventures are eligible for Enterprise Zone contributions.
