Program Elements
Clean Team: The Downtown Clean Team provides cleaning services seven days a week, including expanded alley cleanup, to help maintain welcoming sidewalks and public spaces.
Downtown Ambassadors: Ambassadors provide a visible, approachable presence in the Downtown core. They offer directions, maps, local recommendations, visitor assistance, and connections to other Clean & Safe services when needed.
- Wednesday through Sunday from 11 a.m. to 6 p.m.
Supplemental Private Security: Trained security officers provide an additional Downtown presence, respond to calls and texts from businesses, and use de-escalation practices whenever possible. Call or text 719-338-8179 for assistance.
- 7 days per week, 6 a.m. to 10 p.m.
Outreach Services: Professional outreach workers from Homeward Pikes Peak engage people experiencing homelessness, coordinate with Clean & Safe partners and public agencies, and connect individuals with services, case management, and pathways toward stable housing.
- Tuesday through Saturday from 10 a.m.-6p.m.
Results through June 30, 2026
Clean & Safe services addressed 2,850 incidents between Aug. 1, 2025, and June 30, 2026. Downtown businesses initiated 564 of those calls — approximately 20 percent — and only about 2 percent of all incidents required a response from the Colorado Springs Police Department.
During the first year of professional outreach, Homeward Pikes Peak workers engaged 1,001 people. Of those, 135 entered case management, 158 were actively pursuing housing, and 24 achieved housing stability.
How the program is evaluated
The program tracks and analyzes monthly measures—including calls for service, trespassing, graffiti, camping and other public-space concerns—to identify trends, evaluate results and adjust services as needed.
Partners and Funding
The Clean & Safe Pilot Program is funded by businesses and economic development partners that recognize the importance of a clean, safe and welcoming Downtown. Downtown Ventures, a 501(c)(3) nonprofit administered by Downtown Partnership, serves as the program’s fiscal sponsor.
The program is led by Pat Rigdon, Downtown Partnership’s Director of Downtown Environment. A Clean & Safe Task Force helps guide the pilot and includes representatives from the Colorado Springs Police Department, the City of Colorado Springs Housing and Homelessness Response Department, the Colorado Springs Urban Renewal Authority, Visit Colorado Springs, Weidner Apartment Homes, and the Colorado Springs Chamber & EDC.
Outcome
Clean & Safe services are continuously evaluated and refined to identify the most effective approaches to Downtown safety, homelessness and cleanliness. At the conclusion of the pilot, program results will inform recommendations for a permanent initiative supported by sustainable, dedicated funding.
